Pedestrian walkways are public spaces designed to ensure the right to mobility for all users in a comfortable and inclusive manner. The growth of commercial activities in urban areas often leads to a shift in the function of these public spaces. The rapid growth of coffee shops that utilize pedestrian areas for commercial purposes has created dynamics involving several actors. This study aims to map the dynamics of pedestrian walkway use and identify the actors and root causes of the issues. A qualitative approach was used for data collection through field observations, interviews, talk shows, walking tours, and documentation. Informants were selected using purposive sampling based on their level of involvement. Data analysis was conducted using the Miles, Huberman, and Saldana model through three stages: data condensation, data presentation, and drawing conclusions. The results indicate that differing perspectives on the significance of pedestrian walkways are influenced by economic factors, regulations, and urban spatial management. These conditions have led to a shift in the primary function of public spaces as inclusive mobility routes for pedestrians. The practices of extended seating and parking spaces commonly found on pedestrian paths not only reduce pedestrians’ right to mobility but can also obscure guiding blocks for people with disabilities. This situation requires clarification of existing regulations regarding pedestrian paths as well as public education to ensure.
