Limited access, travel time, waiting time, and cost can hinder timely dental and oral health care. Teledentistry provides remote consultation that may support early access and continuity of care, but information on users’ follow-up adherence in Indonesian urban settings remains limited. This study aimed to describe the use of telehealth in relation to access and adherence to dental and oral health care among users in Surabaya. A descriptive observational cross-sectional design was applied to 28 respondents selected through purposive sampling. Eligible participants were Surabaya residents aged at least 17 years who had used a telehealth-based dental consultation service at least once during the previous year. Data were collected through a structured online questionnaire covering access and adherence indicators and were analyzed using frequencies and percentages. Overall, 75.0% of respondents reported easier access to initial dental consultation, 71.4% perceived the service as affordable, and 64.3% reported following the recommended follow-up care. However, only 57.1% continued to face-to-face care when referral was advised. Teledentistry can support initial consultation and follow-up adherence, but it should remain integrated with in-person dental services when direct clinical examination or treatment is required.
