Abstract

The professionalization of village and urban village personnel requires competency development that responds to the needs of public services and institutional communication. This study aims to analyze English language needs and training management for village and urban village personnel to support their understanding of legal documents. The study employed a qualitative approach and was conducted in five villages and urban villages in Bandung City. Data were collected through interviews with local government personnel and photographic documentation of documents available at the research sites. The findings show that the use of English in legal and administrative documents at the research sites was highly limited. Most documents were written in Indonesian. English appeared only in a few isolated terms in certain documents, such as the term Zoom meeting in meeting invitations. This limited exposure means that local personnel rarely encounter legal documents written in English during their daily work. Nevertheless, the participants considered English proficiency an important competency for supporting professionalism, public communication, capacity development, and readiness to respond to changes in public administration. They also recognized the importance of English training focused on oral communication and public speaking. These findings indicate that training programs should be designed contextually and implemented gradually according to the actual needs of local personnel. Training management should include needs identification, material planning, implementation, mentoring, and evaluation. The training content may combine functional English, public speaking, basic legal terminology, and document comprehension exercises related to the participants’ professional responsibilities.
