Digital transformation has significantly driven changes in the business activities of Micro, Small, and Medium Enterprises (MSMEs), particularly in the adoption of digital payment systems via the Quick Response Code Indonesian Standard (QRIS). The Bank Indonesia Representative Office (KPw BI) in Cirebon actively seeks to enhance business capacity, accelerate payment digitalization, and boost overall MSME performance through its MSME Development Program. However, the specific impact of QRIS adoption and the intensity of these development programs on MSME revenue growth requires empirical verification. This study aims to analyze the influence of QRIS adoption, the Development Program, and business characteristics on the turnover of MSMEs supported by KPw BI Cirebon. Employing a mixed-methods sequential explanatory design, the quantitative analysis utilizes panel data from 130 MSMEs over the 2023–2025 period, yielding 390 observations. Data were analyzed using a Fixed Effect Model (FEM) with robust standard errors, complemented by qualitative insights from program evaluation documents. The findings indicate that the development program successfully contributed to enhanced business capacity. Quantitatively, QRIS adoption has a positive and significant impact, generating approximately 31.55% higher revenue for adopting MSMEs (coefficient 0.2743; prob=0.017). The development program, proxied by training sessions, positively affects turnover by 22.78% per session (coefficient 0.2052; prob=0.000). The number of employees also positively influences turnover. With a Within R² of 0.9485, the study concludes that digital payment transformation and capacity-building programs are highly complementary strategies for sustainable MSME growth.
