The process of electrical power migration from the Existing Power Plant to the New Power Plant at RDMP RU V Balikpapan carries a risk of system failure that may lead to massive financial losses due to the potential Loss of Production Opportunity (LPO). This study aims to describe the development of the SPARTA (Synchron Portable Analyzer Transfer) innovation and analyze its effectiveness in supporting on-stream power migration without interruption. The methodology applied integrates Design Thinking innovation management into the Plan-Do-Check-Act (PDCA) cycle to produce a human-centered and technically reliable solution. The evaluation results based on PQDSME parameters indicate that the implementation of SPARTA successfully achieved 100% Zero Downtime. Technically, the device provides phase angle accuracy of less than 5° with a preparation time 75% faster than conventional methods. Economically, this innovation reduced investment costs by 89% and provided significant protection for production asset value. In addition, work risk decreased from the High Risk category to the Low/Moderate Risk category, which correlated with an increase in operator morale from a scale of 1.8 to 4.5. This study concludes that the synergy between operators’ psychological aspects and electrical engineering practices can establish a new standard for refinery operational sustainability.
