Abstract

This study aims to analyze the role of the DPRD political elite in the victory of new actors in the 2024 Sungai Penuh City Regional Election in Sungai Bungkal District. The study employed qualitative methods with a case study approach. Data were obtained through in-depth interviews, observation, and documentation, then analyzed using the Miles and Huberman interactive model. The results indicate that the DPRD political elite played a crucial role in the victory of the Alfin-Azhar ticket through two main strategies. First, they utilized their formal authority and strategic institutional positions to consolidate party coalitions, manage political coordination, and direct the party machinery. Second, they mobilized constituent networks through the conversion of sociopolitical capital, namely the transfer of the mass base, volunteers, and support networks established in the legislative elections to the regional election arena. The research findings indicate that the victory of new actors is determined not only by the candidate's capacity but also by the DPRD elite's ability to manage their political resources and social networks. This research supports the elite theory of Pareto and Mosca, which positions elites as organized minority groups with significant influence on the direction and outcome of local political contests.
